The solution to the problem

Follow the instructions to prevent a user from tabbing to a control on a form in Microsoft Access 2003:

    Open the form in Design view.

    Right-click the control to skip, and then click ‘Properties’.

    Click the ‘Other’ tab.

    In the ‘Tab Stop’ box, select ‘No’ in the list that appears.

    Close the control’s properties window.

    To save the form, on the ‘File’ menu, click ‘Save’, and then close the form.

Footnotes:

Note that Microsoft Access won’t crop controls when you size the tab control. You need to move controls to make the tab control smaller.
